The "Kolomejika Rhythms" transnational program is on a North, East-Central and South-East European axis (SBEBA) primarily folk music collaboration that brings 27 SBEBA countries together into a cultural cluster.

The program's practical projects, while rooted in FOLK MUSIC, also extend to national art music and interdisciplinary arts, thereby becoming more complex and multi‑dimensional. 

Based on this principle and practice, a national consortium is established in each country, which includes folk music, national art music and related art institutions, organizations, as well as sponsors - including state and municipal entities. The SBEBA Cultural Cluster is formed by these national consortia.

The networked cooperation and program coordination of the national consortia in the Cultural Cluster is managed by the SBEBA Transnational Folk Music & Arts Institute (foundation) through National Contact Points set up by one of the members of the national consortia.
